What is the DMW Portal Online (formerly POEA eRegistration Portal)

The DMW Portal Online is a  web-based portal meant to make the registration process for overseas employment easier, faster, and more convenient for OFWs and would-be OFWs. It was formerly known as the POEA eRegistration System but was later renamed to reflect the name of the newly created department for OFWs—the Department of Migrant Workers (DMW). 

The DMW Portal was also designed to carry out the goals of the Department of Migrant Workers (DMW)—a new government agency formed from the merger of seven (7) different agencies supporting OFWs, namely:

The first section in the DMW Portal is the DMW eRegistration System. As the name implies, this section offers an online registration system portal for all OFWs—regardless if they are first-time candidates, experienced OFWs, or returning OFWs. Through this portal, DMW makes it easy for OFWs and would-be OFWs to comply with the mandatory requirement to sign up and register on the “Balik Manggagawa” system.

The DMW eRegistration Portal is only one of the many functions of the DMW Portal. It was created as an online alternative to OFW registration in hopes of improving efficiency and reducing the time and effort required in completing the process.

DMW HelpDesk

The DMW Online Portal also offers a DMW HelpDesk section—a one-stop-shop meant to address all system-related difficulties related to the portal. Through the DMW Helpdesk, OFWs may change their registered email address, make corrections to their system information including their name, birthdate, and gender, or connect their old POEA records to the new DMW account records.

To do so, OFWs simply need to click “Create Ticket” and key in their concerns before clicking Submit. Once the Helpdesk ticket is created, OFWs may click “Inquire Ticket” to check on updates or responses. 

Note: Only one ticket per person is allowed.

Setting Appointments

Through the DMW portal’s “Appointment” section, OFW users can set appointments to visit either the DMW (formerly POEA) Central Office, Regional Centers, and Satellite Offices. Once you meet the qualifying requirements, here are the things you need to prepare to register via DMW eRegistration Portal:

  • a smartphone, laptop, or desktop computer, and 
  • Stable Internet access

  • Scanned copy of a passport-sized photo (2″ x 2″) (max 2mb)

Registration Procedures for the DMW eRegistration Portal Online

  1. Register and activate your account.
    • Visit the DMW/POEA e-Registration website. 
    • Click the “Register” button.
    • Once you see the Terms of Use and Privacy Statement page, read it and select “I Accept Terms of Use”.
    • Fill in your personal information including:
      • Name
      • gender
      • Email address
      • date of birth
      • passport number
      • passport expiry date.  
    • Hit “Register” after finishing the form and you will see a notification saying that your registration is successful. 
    • Check your email and using the initial password sent to you, log into your DMW account for the first time. 
    • Create a new password when prompted and confirm your password by clicking “Change password”.
  2. Upload your profile picture and passport.
    • Once logged in, click “Attach Profile Picture” to open the upload-photo window. 
    • Then, click “Choose File” to choose the picture you wish to use as your profile picture. Just make sure the photo meets the following criteria:
      • Passport Size
      • Less than 2 MB JPG/JPEG file
      • Clean and clear
    • Click “Upload.”
    • Click “Attach Passport” to attach a photocopy of the first page of your passport. 
    • Click “Upload” after choosing the photo from your device.
  3. Create your DMW profile.
    • Visit the “My Profile” tab on the left menu.
    • Key in your personal information as requested.
    • Then, click “Add New Identification”. 
    • Click “Upload” after choosing the photo from your device.
    • Under the “My Family” section, enter the personal details of your beneficiaries. 
    • Once done, click “Update Profile.” 
  4. Add your education information.
    • Click “My Profile” and select “My Education” on the left menu. 
    • Input your educational information including:
      • Educational attainment
        • Select the highest academic level you attained, and input the year you graduated. 
        • Select the school you attended and the major you studied. 
        • Enter the school names into the “Others” field if it doesn’t show up in the drop-down menu.
        • Hit “Save.”  
      • Certificates
        • In the “Certificates” section, upload your certificates, either from TESDA or from other educational institutions including the following information:
          • title
          • certificate number
          • issuing agency or institution
          • date of issuance
        • Once done, click “Save.”

        • In the “Training” section, enter the details of the training you attended.
        • Hit “Save.”
      • Language

How to Update Your Profile and Other Details in the DMW Online Service Portal?

  • Click “My Profile” at the left corner of the screen.

1. Can I change the email address I registered in my DMW account?

Yes, but not manually. The email address you registered in your DMW account will serve as your “permanent” login so it is encouraged to use an active email address. However, in case you have to, you may request for a change by submitting a ticket via the DMW Helpdesk.

To request for a change in your email address via the DMW Helpdesk, you may follow the procedures listed below:

  • Visit the DMW Online Services Portal.
  • Scroll down to the DMW Helpdesk and click “Create Ticket.”
  • Click “Continue” when you see the welcome greetings that read, “Welcome to Online HelpDesk.” 
  • Choose “Online Services eRegistration.”
  • Choose “Account Problem – Change account email address.”
  • Click “I forgot my eRegistration number and email address.”
  • Input your full name and birthday, then click “Find Ticket.”

2. I entered my name / birth date / gender incorrectly when registering my DMW account. Can I still change this?

Yes, but just like when changing your registered email address, you will have to request the change to be done via the DMW Helpdesk. But, just in case you really need to update your personal information so it would reflect the correct data, you may follow the same steps as the one for changing the registered email. The only difference is when selecting your concern. You have to choose “Edit Account Problem – Name, Birthday, or Gender” then “I know my eRegistration number and email address.” Once done, key in your eRegistration number and email address then select a Processing Site near you. Do not forget to copy the Ticket Number after submitting the ticket, for when you inquire for updates later on.

3. I can’t log into my account because I forgot my eRegistration details. Is there any way to recover it?

Yes, but you will need to make the request via the DMW Helpdesk as well. To do so, simply follow the steps below: 

  • Visit the DMW Online Services Portal, DMW Helpdesk and click “Create Ticket.”
  • Click “Continue” when you see the greetings, “Welcome to Online HelpDesk.”
  • Select the service, “Online Services eRegistration” then select “Account Problem – I forgot my eRegistration details” when prompted for the issue.
  • Click “I forgot my eRegistration number and email address.”
  • Key in your full name and birthday, then click “Find Ticket.”
  • Select a Processing Site near you.
  • Input your contact number and a new email address.
  • Attach your passport copy page, and click “Upload.”
  • Click “Submit Ticket” and click “Yes” to confirm.

What are the OWWA Social Benefits?

As the official service arm of the Department of Labor and Employment (DOLE), the Overseas Workers Welfare Administration (OWWA) caters to the needs and well-being of its member OFWs and the rest of the migrant Filipino workers worldwide. In keeping up with its mandate, OWWA has launched programs like the OWWA Social Benefits to offer services and assistance to millions of migrant Filipino workers across the globe and their families in the country.

The OWWA Social Benefits Program is among the major projects offered by OWWA, first, to its active members, then to those OFWs with expired memberships. The privileges include health care support, disability and death benefits, and family welfare assistance, all in exchange for US$25.00—the cost of a two-year OWWA membership fee.

List of OWWA Social Benefits

To keep up with its mandate as an agency, OWWA offers social benefits to help lighten the financial burden of their member OFWs by providing support for their needs, particularly those that arise from certain events or emergency circumstances like sickness, unemployment, calamity, disability, dismemberment, or death.

The following are the specific social benefits that OWWA members and their dependents can enjoy:

1. Disability and Dismemberment

Getting in an accident or sustaining an injury is something that no one can be fully prepared for. After all, both can cause either disability or dismemberment. For working individuals like OFWs, sustaining injuries resulting in a limited ability to do things (disability), or loss of body use, parts, or function (dismemberment) may cause problems, since getting treated and being unable to work don’t exactly go well together. 

Thankfully, there exists a disability and dismemberment benefit under the OWWA Social Benefits Program—an OWWA program specifically designed to support active OWWA members. 

Benefits

An OWWA member who sustained injuries as a result of an accident while working is entitled to the following disability and dismemberment benefits: 

  • Cash assistance of up to fifty thousand pesos (Php 50,000.00) for partial disability.
  • A maximum of one hundred thousand pesos (Php 100,000.00) in cash in cases of total permanent disability.

Qualifications

Any active OWWA member who sustained injuries resulting in disability or dismemberment while working abroad are eligible to apply for the program.

Requirements

To avail of the disability and dismemberment privileges under the OWWA Social Benefit Program, availees may need to get the following documentary requirements prepared:

  • Accident Report or Master’s Report (for seafarer) provided by the Employer
  • At least one (1) valid I.D. of authorized claimant
  • Copy of the OFW’s Passport or Seaman’s Identification Record Book (SIRB) from MARINA
  • Foreign Medical Certificate with English Translation secured from OWWA-POLO
  • If the claimant is not the OFW, submit an Authorization Letter along with the ID of the OFW

The Supplemental Medical Assistance for OFWs also known as the MEDplus Program is a collaborative supplemental medical relief program launched by OWWA and PhilHealth under the OWWA Social Benefit Program. It offers a one-time medical or financial assistance similar to that of a health maintenance organization (HMO) to supplement the PhilHealth benefits in the event of hospitalization due to dreaded diseases.

MEDplus offers eligible availees benefits equivalent to that of PhilHealth case rate benefit system to help pay for their hospital or medical bills.

Benefits

MEDplus offers a financial assistance program to supplement their PhilHealth benefits and help qualified members pay for their hospital or medical bills amounting to up to a maximum of fifty thousand pesos (Php 50,000.00) per member based on the PhilHealth case rate system.

Qualifications

MEDplus, like the other offers under the OWWA Social Benefits Program, is available to active OWWA members, except it only works for those who have active PhilHealth membership.

Requirements

The following lists all the documentary requirements for availing the privileges offered by MEDplus:

  • If the family of OFW will claim the assistance because:
    • The OFW is overseas: Duly-notarized Special Power of Attorney (SPA) executed by the OFW
    • The OFW is deceased: Death certificate of deceased OFW or Marriage Certificate or Birth Certificate of NOK-claimant issued by the Philippine Statistics Authority (PSA)
  • Medical Certificate issued by competent medical practitioner from a legitimate medical institution or facility
  • MEDPlus Application Form OWWA RWO
  • Member Data Record from PhilHealth PhilHealth
  • OFW Membership Record (MR) OWWA RWO
  • One (1) Copy of Passport Size Picture OFW Member or Claimant

The families are even more unprepared for the cost of death most of the time, putting pressure on already strained finances in cases of death of the breadwinner.

Thankfully, OWWA’s Social Benefits Program has death and burial benefits offered to OFWs in cases like this. 

Benefits

Under the death and burial provisions of the OWWA Social benefit program, OFW dependents are entitle to the following benefits:

  • Death Benefit
    • Up to one hundred thousand pesos (Php 100,000.00) for natural deaths
    • For accidental deaths, financial assistance amounting to up to two hundred thousand pesos (Php 200,000.00)
  • Burial Gratuity
    • One-time funeral grant amounting to twenty thousand pesos (Php 20,000.00) to help them bury their loved ones properly

Qualifications

This death and burial provisions of the OWWA Social Benefit is open to qualified dependents of deceased OFW members. The dependents may either be:

  • Secure an appointment to the OWWA Regional Welfare Office (RWO) by:
    • Using the appointment scheduler on the OWWA website (appointment.owwa.gov.ph).
    • Using the appointment scheduler on the OWWA Mobile App.
  • On the day of the appointment, visit the OWWA RWO located near the OFW’s permanent residence.
  • Get a number for the queue and wait for your turn.
  • Submit the ID and information to the Membership Verification Desk, where you can get an application form and a checklist of requirements based on your membership status.

4. Welfare Assistance Program (WAP)

Under the Social Benefits offered by OWWA is an OFW support program known as Welfare Assistance Program (WAP). WAP offers different kinds of cash assistance to active or inactive OWWA members who are not yet qualified for any other existing OWWA programs.

Under the WAP, active or inactive OWWA member OFWs can receive the following assistance: 

  • Calamity Assistance 

Cash assistance for OWWA members and their families residing in places affected by natural calamities like super typhoons, earthquakes, major flooding, etc.

  • Bereavement assistance 

Cash assistance offered to OFW beneficiaries in cases when the OWWA member OFW dies.  

  • Disability Assistance

OWWA member OFW who have fallen victim to crimes or accidents resulting in disability are eligible for the disability assistance under the Welfare Assistance Program (WAP).

  • Medical Assistance 

OWWA members who suffer from illnesses that are not covered by MEDplus can get medical support in the form of cash grant under the WAP Medical Assistance Program.

  • Relief Assistance 

OWWA also offers relief assistance for OFW members who have been moved or laid off due to economic, political, or health crises, insolvency, or other unexpected circumstances.

Benefits

1. Calamity Assistance

Under the calamity assistance program, OWWA member OFWs can get:

  • For natural disasters: Cash assistance of Php 500.00 (inactive members) and Php 1,000.00 (active members). 
  • For man-made disasters: Cash assistance amounting to Php 1,500.00 (inactive members) and Php 3,000.00 (active members).

2. Bereavement Assistance

In case when an inactive OWWA member OFW dies, families can claim the following benefits: 

  • Cash assistance amounting to up to twenty thousand pesos (Php 20,000.00).

3. Medical Assistance

If the OWWA member OFW is not qualified to avail of the provisions of MEDplus:

  • He/she can avail of medical cash assistance if he suffers from diseases or sustain a crime- or accident-related injury.

4. Relief Assistance

Cash assistance is also given to OFWs who are distressed or displaced because of crises in the economy, politics, and health under the WAP Relief Assistance Program.

Qualifications

The provisions of the programs offered under the Welfare Assistance Program (WAP) is open to OWWA member OFWS, active or otherwise, and their qualified dependents.

Requirements

  • Bereavement Assistance
    • At least two (2) valid I.D.s of the claimant
    • Medical Certificate or Examination Procedure Result
    • Accident or Police Report
    • If the claimant is not the OFW: Special Power of Attorney (SPA)
    • Government-issued or company-issued ID

  • Calamity Assistance
    • At least two (2) valid I.D.s of the OFW or the claimant
    • If the claimant is not the OFW: Authorization Letter along with the OFW’s ID
    • Barangay Certificate to prove that the claimant/OFW is a resident of the disaster- or emergency-affected community
    • If the claimant is a victim of fire incident: A Certification from the Bureau of Fire Protection (BFP)

Note: Calamity Assistance can be claimed by OFW members or their qualified dependents if they are residing in areas that the Local Government Unit (LGU) or the Office of the President has declared to be under a State of Calamity.

Application Procedures

To enjoy any of the provisions of the Welfare Assistance Program (WAP) offered by the OWWA, here are the procedures to follow:

  • Secure an appointment to the OWWA Regional Welfare Office (RWO) by:
    • Using the appointment scheduler on the OWWA website (appointment.owwa.gov.ph).
    • Using the appointment scheduler on the OWWA Mobile App.
  • On the day of the appointment, visit the OWWA RWO closest to the OFW’s permanent address.
  • Secure a priority number (ticket) and wait for your number to be called.
  • Present the OFW ID at the Membership Verification Desk and acquire an application form and a list of requirements depending on the OWWA membership status.
  • Accomplish and submit the completed claim form along with the supporting documentary requirements for validation and evaluation.
  • Present the claim stub you received upon application and secure the financial help you need either via check or cash payout, upon approval.

Yes. The Welfare Assistance Program (WAP) which is one of the OWWA Social Benefits is specifically designed to help OFWs who are not eligible to enjoy other OWWA programs. This includes active and inactive OWWA member OFWs and their qualified dependents as well.

6. What is the difference between MEDplus and WAP’s Medical Assistance?

Under MEDplus, an OWWA member OFW must be active and must have active PhilHealth membership to enjoy the case rate system equivalent to the benefits from PhilHealth. For WAP, on the other hand, an OFW may either be active or inactive OWWA member and he or she doesn’t have to have active PhilHealth membership to apply for the program.

The Social Security System, otherwise known as SSS, is a government agency in the Philippines that offers social insurance programs to Filipinos. What is SSS?

SSS stands for Social Security System—a government-run agency created by virtue of Republic Act No. 1161 (Social Security Act of 1954). SSS, as an agency, was pioneered by former President Manuel Roxas in an effort to offer relief to the people who were facing difficulties in the post-war period. However, it wasn’t until former President Carlos P. Garcia assumed office in 1957 that the Social Security Act of 1954 was implemented and the SSS office was launched. Later, both the program and the agency were improved to include compulsory coverage for people who identified as self-employed. The SSS Act was also amended in 1997 to offer better benefit packages, expansion of coverage, flexibility in investments, stiffer penalties for law violators, condonation of penalties of delinquent employers, and the establishment of a voluntary provident fund for SSS members.

As a member-exclusive agency, SSS requires certain membership kinds before an individual can enjoy the benefits of the social insurance plan. It also requires premiums or contributions, which may vary depending on the membership type of the individual. Regardless of the membership type, however, all SSS members are entitled to retirement, disability, survivors’, and funeral benefits as well as housing, business, and educational loans and health care benefits.

  • Unemployment Benefit

With this benefit, employees, kasambahays, and OFWs who were involuntary separated from work can get monetary assistance to help tide them over until they find a new job and bounce back.

Employees’ Compensation Program (ECP)

SSS also ensures via the Employees’ Compensation Program (ECP) that a compensation package is available to employees in the public and private sector and their dependents in case work-related accidents occur.

Member Loans

SSS members are entitled to numerous loan facilities meant to support their emergency needs such as:

  • Salary Loan 

This loan privilege is made available to working, self-employed, or voluntary SSS members to support their short-term credit needs, if there’s any.

  • Pension Loan

This is a form of cash loan granted to retired pensioners to assist with their immediate financial needs at a low interest rate.

  • Calamity Loan

A short-term member-exclusive loan program granted to eligible member-borrowers who suffered losses or damages to their properties while residing in calamity-stricken areas.

Housing Loans

SSS also offers loans related to purchase, repair, and renovation or improvement of its members’ houses. Some housing loan programs offered by SSS includes:

  • Direct Housing Loan Facility for Workers’ Organization Members (WOMS)

The Direct Housing Loan Facility for Workers’ Organization Members (WOMS) aims to support the housing aspirations of worker-members of any workers’ organizations licensed and accredited by the Department of Labor and Employment (DOLE), the Securities and Exchange Commission (SEC), or the Cooperative Development Authority (CDA). Under the program, the members of any trade union center, federation, national union, local/chapter, or independent union as defined in Book V of the Labor Code may purchase socialized and low-cost housing.

  • Direct Housing Loan for Overseas Filipino Workers (OFWs)

This housing loan program is exclusively designed to support the National Shelter Program (NSP)—the government’s flagship program designed to assist the homeless, especially the informal settler families (ISFs), and the low- and middle-income Filipino families and overseas Filipino contract workers (OFWs) to acquire socialized and low-cost housing.

  • House Repair and/or Improvement Loan

This is a lending program directly offered by SSS to members so they can finance the following housing-related activities:

  • Major repairs, especially for dilapidated and structurally unsafe housing units
  • Permanent improvements related to extension, expansion, and enhancement of economic and aesthetic value of an already existing housing unit
  • Completion of an occupied bare house
  • Construction of concrete fence and steel gates
  • Installation of deep well and motor pump

  • Assumption of Mortgage

This is a lending program offered by SSS to members with good standing so they can assume the updated principal balance of an existing SSS housing loan.

Pandemic Relief and Restructuring Program (PRRP)

The Pandemic Relief and Restructuring Program (PRRP) is an SSS-initiated program intended to help active members cope with the effects of the COVID-19 pandemic. The program has had five runs, including:

  • PRRP 2 – Condonation of Penalties on Social Security Contributions

As the second offering of the Pandemic Relief and Restructuring Program (PRRP), the “Condonation of Penalties on Social Security Contributions” was intended to assist delinquent employers by condoning penalties on unpaid SS contributions so they can bounce back and help them get back on track with their regular monthly remittance.

  • PRRP 3 – Enhanced Installment Payment Program

As the third offering under the Pandemic Relief and Restructuring Program (PRRP), the “Enhanced Installment Payment Program” was meant to assist delinquent employers by giving them the option to pay in installment the total amount of their delinquency, as stated in the Schedule of Monthly Installment Payments.  

  • PRRP 4 – Housing Loan Restructuring and Penalty Condonation Program (HLRPCP)

As the fourth offering under the Pandemic Relief and Restructuring Program (PRRP), the “Housing Loan Restructuring and Penalty Condonation Program (HLRPCP)” aims to assist delinquent member- borrowers, their legal heirs, or designated successor-in-interest by offering penalty condonation options on their past due housing loans. 

  • PRRP 5 – Short-Term Member Loan Penalty Condonation Program (STMLPCP) 

The “Short-Term Member Loan Penalty Condonation Program (STMLPCP)” is the fifth offering under the Pandemic Relief and Restructuring Program (PRRP). It was a penalty condonation program created to help members pay their past due loans either in full, in installment, or in more flexible terms so they can bring back their good records to SSS.

Other available SSS programs offered to Filipino SSS members include:

  • SSS Flexi-Fund Program for OFWs

The SSS Flexi-fund Program is a program launched in July 2001 to help OFWs save a portion of their income. A portion of the flexi-fund savings are then invested to maximize the returns, in an effort to supplement the benefits of SSS and work as a tax-exempt pension-savings plan. It was later adopted as the National Provident Fund for OFWs in May 2002.

  • Workers’ Investment & Savings Program (WISP)

The Workers’ Investment & Savings Program (WISP) is a safe, convenient, and tax-free individual retirement savings plan provisioned by the Republic Act No. 11199 or the Social Security Act of 2018 for Filipino workers. It was professionally managed by SSS to prioritize principal preservation while matching the offers of regular SSS benefits.

  • PESO Fund

The SSS Personal Equity Savings Option (PESO) Fund is a voluntary savings program that members can use to augment their retirement benefits from the regular membership. It was designed to a provident fund that gives tax-free returns and it can be made available effective upon the retirement of the members or when certain conditions are met, such as permanent disability. To availees, the fund also offers three account options: medical expenses, retirement and disability, and other needs.

  • Paternity Leave benefit

SSS also offers a paternity benefit—seven (7) days worth of compensation is given to a kid’s father when the child is born. It is essentially a portion of a woman’s maternity benefits that she extends to the child’s father, whether or not they are married or to a relative of up to fourthv guy

  • Social Development Loan

The Social Development Loan is a loan program designed for the construction of facilities and the founding of institutions that provide high-quality education and academic training programs, as well as affordable medical and health-care services to the general public and to the SSS members and their dependents.
