What is OWWA? Overseas Workers Welfare Administration

Even for those who are working abroad, the Philippine government takes the initiative to ensure that its people are living well, with the help of its agencies. In this article, we looked into one of the government agencies in charge of protecting and promoting the welfare of all overseas Filipino workers (OFWs) and their families—the Overseas Workers Welfare Administration (OWWA).

The Overseas Workers Welfare Administration (OWWA) is an attached agency of the Department of Labor and Employment (DOLE) intended to oversee the well-being of all OFWs and their eligible dependents. For 45 years, OWWA has been delivering useful welfare services and benefits to its members while ensuring the continuity and viability of funds for its projects. To date, OWWA has established its presence, creating offices in over 31 overseas posts in 27 countries as well as in all seventeen (17) OWWA regional welfare offices in the Philippines.

What is OWWA Philippines?

The Overseas Workers Welfare Administration, commonly known as OWWA, is a membership institution managed by the government. It was established in May 1977 by former President Ferdinand Marcos and was formerly known as Welfare and Training Fund for Overseas Workers. Since its creation, OWWA has been taking care of the OFWs and their dependents under the supervision of DOLE. To date, it has set up about 31 overseas offices across 27 different countries, along with regional and satellite offices scattered across all 17 regions. It is managed by a Board of Trustees, along with an Administrator and Deputy Administrator.

As an agency, OWWA has launched programs to educate OFWs about jobs abroad, assist distressed OFWs, teach returning OFWs about entrepreneurship, and help reintegrate them into society by helping them start their own businesses or expand what they have already started. OWWA also offers training and financial assistance for both member OFWs and their dependents’ education so that they’ll have better lives upon their return to the country.

As an agency, OWWA is responsible for ensuring that the OFWs are in good hands by equipping them with the basic skills and knowledge that they need to deal with whatever employment concerns they may have. Vision

The Overseas Workers Welfare Administration (OWWA) is a national government agency created with the purpose of developing and implementing welfare programs and services that will address the needs of its member OFWs and their families using its trust fund, the OWWA Fund.

Mission

For its mission, OWWA intended to have more effective programs and services by 2023 in order to protect the rights and interests of its member OFWs.

Mandate

As far as representative power is concerned, OWWA is granted the power to oversee the delivery of welfare services and benefits to its member OFWs and to ensure capital build-up and fund viability for the agency.

Functions

As OWWA keeps up with its mandate by virtue of the Republic Act No. 10801, OWWA is granted the power to exercise the following functions:

How is OWWA Funded?

These functions and mandates are carried out by OWWA using the OWWA fund—a single trust fund pooled from the $25 membership contributions. In addition, the agency also gets part of its funding from interest income, investment income, and other sources.

More than the programs and services offered by the OWWA, the following member-exclusive benefits are things that OFWs can avail of for simply being an OWWA member:

Pre-Departure

Before even leaving the country as an OFW, OWWA takes it upon itself to educate and prepare the Filipinos who are bound for abroad by putting them through basic language training and pre-departure orientation seminars that will tell them everything they need to know about working in their destination countries.

On-site and upon arrival abroad

OWWA assists and protects the OFWs as they face problems and concerns with their employment, thanks to the social, financial, cultural, and educational benefits afforded by the following programs and services in place:

  • Death and burial benefit

The death benefit gives Php 100,000.00 to OFWs who die of natural causes and Php 200,000.00 due to an accident. The burial benefit leaves the legal heirs of the OFW with Php 20,000.00 for the funeral expenses.

  • Disability and dismemberment benefit

Disability and dismemberment benefit entitles OFWs to Php 50,000.00 for partial disability and Php 100,000.00 for total permanent disability.

  • Educational and financial benefits

Other OWWA programs offer benefits that allow OFWs and their child dependents to receive cash aid to support their education, training, and skill improvement to improve their lives. Some of the programs offering these benefits include Education for Development Scholarship Program (EDSP), OFW Dependents Scholarship Program (ODSP), and Seafarers Upgrading Program (SUP), among others.

Upon returning from abroad

Even during and after the OFWs have served their time abroad, OWWA continues to offer benefits that are meant to sustain their livelihood via training, seminars, and programs to help them reintegrate back into the society. Such programs include:

  • OWWA Repatriation Program

Under the repatriation program OFWs avail benefits related to airport assistance, provision for traveling back home, and even temporary shelter in between via the OWWA Halfway House.

  • OWWA Reintegration Program

Other than the social and repatriation programs, OFWs also benefit from the reintegration program—an OWWA initiative meant to help returning OFWs rejoin society through training, job referrals, business counseling, and networking. There’s also cash aid made available through programs like Balik Pinas! Balik Hanapbuhay! Program, Overseas Filipino Workers – Enterprise Development and Loan Program (OFW-EDLP), and Tulong Pangkabuhayan sa Pag-unlad ng Samahang OFWs (Tulong PUSO).

How to become an OWWA Member?

Becoming an OWWA member is an easy process, but like any other membership application, it comes with qualifying criteria and documentary requirements. There’s also a specific process for application, regardless if you are doing so via the nearest POLO-OWWA office abroad, the nearest OWWA Regional Welfare Office, the new OWWA mobile app, or online. 

Qualification of being an OWWA Member

To avail of the above-mentioned programs and benefits, one needs to be an OWWA member. To become one, an OFW or a would-be OFW would need to satisfy the following conditions: 

  • OFWs with valid overseas employment contracts (OEC) processed at the DMW (formerly POEA)
  • OFWs with valid work permits and visa
  • OFWs who have acquired regular/permanent residency status in their host country, yet have remained Filipino citizens

Requirements to become an OWWA Member

OFWs or would-be OFWs need to prepare the following documentary requirements for submission if they are interested in becoming OWWA members and availing of the above-mentioned programs and benefits:

  • Duly accomplished OFW Membership Form
  • Valid employment contract or any proof of active employment (e.g. certificate of employment, latest payslip)
  • Valid work pass (Work Permit, S-Pass, Employment Pass)
  • Copy of bio page of passport
  • Any other proof of employment as may be required to validate the OFW’s continued presence and employment abroad (e.g. Re-entry permit or Letter of Consent from MOM)
  • OWWA OFW Information Sheet – available for download and printing of the information sheet from OWWA website (www.owwa.gov.ph)

OWWA Membership Application Procedures

Though OWWA membership can be acquired either by compulsory registration upon processing of employment contracts of OFWs at the Department of Migrant Workers (DMW) (formerly POEA), via voluntary registration of OFWs at job sites, or through electronic registration, there are OWWA membership application procedures that you need to follow. 

In this section, we created a step-by-step guide to applying for and activating your OWWA membership through the various available channels:

Walk-in (whether at the POLO Office or via the OWWA RWO)

  • Prepare the requirements needed for OWWA Membership
  • Secure an appointment to the nearest POLO or OWWA Regional Welfare Office (RWO): 
  • Use the appointment scheduler available on the OWWA website (appointment.owwa.gov.ph).
  • Use the appointment scheduler on the OWWA Mobile App.
  • On the selected date of the appointment, visit the selected POLO, OWWA RWO, or One Stop Shop kiosks that are closest to you.
  • Present the required documents at the officer-in-charge. 
  • Follow all of the officer’s guidance in applying for your Overseas Workers Welfare Association Membership.
  • Pay the applicable fee and wait for the Official Receipt issued by the office. 
  • The membership shall be immediately effective after payment and will remain active for two years.

Online 

  • Prepare the required documents for your OWWA membership application.
  • Visit the designated OWWA website for your destination country.
  • Look for the email where you are required to send your requirements.
  • Pay the applicable OWWA membership fee through given payment methods.
  • Wait for the official receipt for the membership fee which will be sent to you via email and your two-year membership will be effective immediately after the payment has been posted. 

How much does an OWWA membership cost?

The OWWA membership contribution fee is fixed at Twenty-Five US Dollars (US$25.00). It may appear differently, though, as some pages post its equivalent in the prevailing foreign exchange rates, which is usually what takes effect upon payment of membership contribution. OFWs in Singapore, for example, costs thirty-six Singaporean dollars (SG$36.00) which is the equivalent amount of the US$25.00 OWWA membership contribution.

When does the membership become effective?

The membership becomes effective immediately upon the payment of contributions posted. It will be terminated when the employment contract of the OFW expires. The membership fee covers two years and it is renewable immediately after that.

How long is the OWWA membership valid? 

The validity of the OWWA membership for each contribution is fixed at two (2) years, regardless of contract duration, change of employer, employment position and status, job site, or recruitment agency. Each OWWA membership is renewable every two years as well, provided that the OFW can provide proof of active employment.

How to Verify your OWWA Membership 

If you so desire, your OWWA membership can be easily checked and verified. You can also easily check the status of your account through the following options:

Via the OWWA Membership Slip

To verify your OWWA membership status, you may simply check the receipt of your OWWA certificate. Simply check the date on your OWWA receipt and count. If the date is already beyond two years, it means your OWWA membership is already inactive and that you need to renew it. Remember, OWWA memberships are only valid for two years.

Via the OWWA Mobile App

Another option for verifying your OWWA membership is to do it via the mobile app. To do so, simply follow these steps:

  • Install the OWWA Mobile Application (via Google Play for Android users and via the App Store for iOs users)
  • Log in with your username and password. 
  • If you do not have OWWA membership login details, sign up in the mobile application.
  • Click the Information tab.
  • Under your Information tab, there will be an indication if you are an active or an inactive member.

Procedures for OWWA Renewal Online

OWWA renewal can be done in different ways but the most convenient ways are available online, either via email or through the new OWWA Mobile App.

Online OWWA Renewal via the Website or via Email

  • Print and complete the OWWA/OFW Information Sheet form available on the OWWA website 
  • Scan the completed OWWA/OFW Information Sheet.
  • Attach a scanned copy of your documents, including your Philippine passport data page, residence or work permit, and proof of employment.
  • If you are a dual citizen: Attach a copy of your Certificate of Oath and its accompanying Identification page.
  • Go to the OWWA website for the country you’re based in and find the email address to which you must send in your requests.
  • Once your requirements are assessed, you will receive an email with instructions, either about additional information or requirements (for those with incomplete or invalidated documents) or on how to proceed with the payment. 

Note: You can’t make payments for the OWWA membership fee unless you receive the notification from OWWA.

Note: Your OWWA membership will be re-activated immediately after payment and will be valid for two years.

Note: Having an Inactive status means your OWWA membership is up for renewal and the app will give you options to do so.

  • Settle the US$25.00 Membership Renewal Fees via the available payment channels online, including MLhuillier, Landbank of the Philippines, Bancnet Member ATM account, and the OWWA App.

Important Reminders

Please be advised of the following reminders if you wish to renew your OWWA membership online:

  • OFWs sending in their renewal request via email will be evaluated via video call or through their social media accounts.
  • The OFWs who are requesting OWWA renewal via email will be provided with instructions on how to pay their OWWA membership dues (Php 1,000 to Php 1,500).
  • The e-receipt will be sent to OFWs via their nominated email addresses.
  • After three (3) months of membership, OWWA members are already entitled to participate in regular activities, services, and special programs facilitated by OWWA.
  • The OWWA website does not come with a payment channel so you can pay the membership fees via third-party channels including MLhuillier, Landbank of the Philippines, Bancnet Member ATM account, or BCRemit App (for OFWs in the UK).
  • For OFWs in the UK who are paying via BCRemit App: You will need to send the screenshot of payment to OWWA email and your Regional OWWA offices to get a scanned copy of your Official Receipt.
  • Depending on the country where you are based, there may be a specific requirements and processes on how you can renew your OWWA membership so make sure to check the specific POLO-OWWA office website for the dedicated procedures.

1. Why should I renew my OWWA membership?

If you are an OFW, especially if you have family members depending on you for support, it is especially important for you to keep your OWWA membership active by renewing it every two years. Not only does it offer life insurance which will protect your family in case an accident occurs, but OWWA also offers many benefits through their various projects. There are regular programs especially designed to help OFWs and their dependents finish their school education and start livelihood projects. OFW members of OWWA may also avail of no-commitment cash assistance,  repatriation assistance, OFW and seaman loans, welfare assistance, social benefits, disability claim, and death claim, among others. Some special projects are also continuously launched to support OFWs in times of crisis, like during the COVID-19 pandemic.

2. What if I do not renew my OWWA membership?

Nothing. Though OWWA membership is mandatory for OFWs, there really isn’t any penalty or fine imposed in cases of non-renewal. OFWs who are no longer active members may also still avail of some selected OWWA benefits, but most of the programs will no longer be available as they are exclusive to active OWWA members.

3. How much does it cost to renew your OWWA membership?

Being an OWWA member, whether for the first time or via renewal, means having to pay the amount of US$25.00 or its equivalent in the currency of the host country every two years. In the Philippines, the membership fee varies from Php1,000.00-Php1,500.00, depending on the currency exchange rate.  

4. May I still apply for OWWA membership even though I’m abroad and not in the Philippines?

Yes. If you are an OFW, you may renew your OWWA membership either on your own via the online channels—email or the mobile app—or by making visits, in person or via representatives, to the nearest OWWA Regional Welfare Office (RWO) (if you are in the Philippines) or the nearest POLO-OWWA offices (if you are abroad).  

5. How can I renew my OWWA if I am abroad?

If you are based abroad and you want to personally renew your OWWA membership, you may visit the nearest POLO-OWWA office of the country where you are working. Just make sure you book an appointment online before visiting the POLO office as there are offices that require an appointment upon entry. Another option would be to go online and apply via email, by checking the concerned POLO-OWWA office’s website for the requirements. You may also apply for renewal online using your phone via the OWWA Mobile App.

6. How long does it take to be an OWWA member?

All it takes is the time required to complete the form, upload scanned copies of the documentary requirements, and pay the membership fees online before the OWWA Membership is activated for a period of two years.

7. Where can I make my OWWA payment?

You may either pay the third party channels if you apply online via the website or by sending an email. The third-party payment channels include MLhuillier, LandBank of the Philippines (LBP), Bancnet Member ATM accounts, and the BCRemit App. If you are applying for renewal via the OWWA Mobile App, you may process the payment via the apps payment channels which include GCash.

OWWA Loans for OFWs and Seafarers and How to Apply for Each

Since it launched in 1977, the Overseas Workers Welfare Administration (OWWA), with its offices in 27 countries, has been all about lending a hand to overseas Filipino workers (OFWs)—land-based or sea-based—through their numerous programs and services. They also offer loans meant to help OFWs establish businesses and generate more income. After all, being an OFW or a seafarer isn’t forever and being prepared for such a time when they would have to stop working or return to the country is also yet another form of being responsible.

As an agency created to support the OFWs and their families, OWWA encourages entrepreneurship among its members by offering funding through safe and reliable loan programs. These loans were meant to give back and help OFWs have a steady income and build opportunities for their community, if and when they decide to return to the country for good. List of OWWA Loans for OFWs and Seafarers

OWWA has always been about providing aid to our modern-day heroes, the OFWs. One of the ways they do so is by offering a loan program for their members, regardless if they work on land or at sea. The OWWA loan program is based on the P2-billion reintegration initiative, which comes as part of the perks of being an OWWA member.

Some of the available OWWA loans for OFWs and seafarers include:

1. Overseas Filipino Workers – Enterprise Development and Loan Program (OFW-EDLP)

The Overseas Filipino Workers – Enterprise Development and Loan Program (OFW-EDLP), is an OWWA loan program formerly known as the OFW-Reintegration Program (ORP). It is a collaborative enterprise development intervention program and a loan facility managed by OWWA, along with the Landbank of the Philippines (LBP), and the Development Bank of the Philippines (DBP). It was designed to help OFWs with funds that will provide them with some leverage and guidance on starting their own businesses in the Philippines. 

Benefits

The OWWA-EDLP loan program offers the following benefits: 

  • Credit ranging from Php 100,000.00 to Php 2,000,000.00 (for single proprietors) and Php 100,000.00 to Php 5,000,000.00 (for group loans) to cover for the business’ working capital or fixed asset acquisition. 
  • Short- and long-term loan repayment options 
  • Equity amounting to 20% of the Total Project Cost (TPC)
  • Fixed interest rate of 7.5% per annum
  • Two-year grace period for repayment

It is also packaged with the Enhanced Entrepreneurial Development Training (EEDT) – a three-part mandatory training program that helps OFWs learn about finance, business management, and other business-oriented topics like business plan writing to help your business project grow. 

The program’s loanable amount can be used for businesses related to:

  • Franchising
  • Rental
  • Construction 
  • Service/Trading 
  • Transportation 
  • Agricultural and non-agricultural production
  • Contract tie-up with the country’s top 1000 corporations
  • Other new or existing viable projects

Qualifications

Now that you know about what OFW-EDLP is all about and you are thinking of availing the provisions of the loan program, then you first need to check if you are even eligible. 

Listed below are the criteria that one must meet to even qualify to apply for this OWWA loan:

  • OWWA-certified OFWs (active or inactive)
  • Have completed the Enhanced Entrepreneurial Development Training (EEDT)

If the OFW is abroad:

  • If the OFW is married: He/she may be represented by his/her spouse.
  • If the OFW is single, separated, or widowed: He/she may be represented by his/her parents who are not more than 60 years old, or by his/her children who are at least 18 years old.

Requirements

If you are qualified and you wish to apply for the OFW-EDLP loan, then you must prepare and submit certain documentary requirements to process your application. The requirements include:

  • Proof of OWWA membership
    • OWWA certification stating that you are an OWWA member.
  • If the OWWA member OFW is abroad: Special Power of Attorney (SPA) duly authenticated by the Philippine consul 
  • Two (2) valid government-issued IDs
  • Passport
  • Seaman’s Book
  • Proof of Billing
  • Business documents
    • Business proposal / feasibility study for the specific project that will generate revenue
    • Registration Certificate from the DTI
    • OFW applicant’s biodata
    • Income tax return (ITR) for the last three years (if applicable)
    • Financial statements filed with BIR for the last three years (if applicable)
    • If applicable, the most recent interim financial statement
    • Assets and Liabilities Statement
    • Business/ Mayor’s permit, and 
    • Barangay certification from the barangay office with jurisdiction over the location of the business 
  • Collateral documents for security of loan
    • Real estate mortgage (REM)
    • Chattel mortgage (CM)
    • Mortgage-able project
    • Assets (Machines or Equipment)

  • OWWA certificate of attendance to prove that the borrower has completed EEDT

Application Procedures

Here’s how to apply for the OFW-EDLP loan:

If the interested OFW applicant is still abroad 

  • Visit the Embassy at the host country to inquire and confirm your OWWA membership and get a referral to an assigned officer at the OWWA office in the Philippines

 Upon arrival in the Philippines

  • Go to the OWWA Office and get a certification.
  • Visit any branch of the Landbank of the Philippines (LBP) and present the OWWA certification.
  • Attend the Enhanced Entrepreneurial Development Training (EEDT) and secure a certificate of attendance.
  • Prepare your business plan and other documentary requirements.
  • Submit all your requirements to Landbank and wait for the application to be reviewed and the business to be inspected (for existing business).
  • Upon loan approval, wait for LBP to release the funds.

2. Helping the Economy Recover thru OFW Enterprise Start-Ups (HEROES) Loan Program

The recent global health crisis has taken the world by surprise, resulting in unprecedented job and livelihood losses. As such, the governments have decided to step up in an effort to support the entrepreneurial nature of OFWs and seafarers who were affected by the crisis. One such effort resulted in the creation of the HEROES (Helping the Economy Recover thru OFW Enterprise Start-Ups) Loan Program.

The HEROES Loan Program is a component program of the Department of Trade and Industry’s (DTI) Pondo Para sa Pag-asenso (P3) Fund. It is managed by the Small Business Corporation (SB Corporation), a government-owned and government-controlled corporation (GOCC) with the purpose of helping land-based or sea-based OFWs with micro, small, and medium-sized enterprises. Technically, it’s not an OWWA loan program, but it does require an active OWWA membership before a repatriated or displaced OFW or a seafarer can avail of its benefits and start a business.

Benefits

Under the HEROES Loan Program, OFWs may enjoy the following benefits:

  • A zero-interest, no collateral loan ranging from Php 10,000.00 to Php 100,000.00
  • Low service fees
    • For 24-month loans: 6% service fee 
    • For 36-month loans (inclusive of a 12-month grace period): 8% service fee
  • A built-in 12-month grace period
  • Free business and marketing training, mentoring, and services

Qualifications

The HEROES Loan Program is available to all repatriated OFWs who satisfy the following criteria:

  • Land-based OFWs returning to the Philippines due to the COVID-19 pandemic
  • Non-professional OFWs who have returned to the Philippines due to layoffs caused by COVID-19
  • Repatriated and returning land-based or sea-based OFWs who want to start their own business in the Philippines

Requirements 

When applying for the HEROES Loan Program, the following documents are required:

  • One (1) valid government-issued photo ID
  • Scanned copy of passport information page
  • Completely filled out HEROES Loan Application Form 
  • DTI Registration
  • OWWA certification confirming the repatriation of the OFW applicant
  • Audio-Visual Presentation (AVP) of the Business Plan
  • Certificate of Completion (COC) for an online training session for start-ups from the Philippine Trade and Training Center (PTTC)

Additional Requirements

Depending on the amount of loan, the following additional documents will also be required:

For Loans amounting to Php 10,000.00 to Php 50,000.00

OWWA Seafarers’ Loan

If you are curious about whether there is a loan exclusively for OWWA members working as seafarers, the short answer is no. OWWA’s loan programs are available to all active OWWA member OFWs, regardless of whether they are land-based or sea-based.  

That said, all available OWWA loans are, in essence, also available to seafarers as they are to land-based OFWs. These loans can only be used for business projects, though OWWA also offers numerous financial assistance programs that cover for all other types of needs that both OFWs and seafarers may have. At this time, however, there are no OWWA loans exclusively designed for seafarers and mariners abroad.

OWWA Personal Loans

At this time, OWWA also doesn’t offerany personal loans. Instead, there are OWWA cash grants meant to support member OFWs the same way that personal loans do—to be used for livelihood or business development, welfare, social, and accidental support, and even funeral gratuities, and special initiative—minus the need for repayment. If you are hell-bent on securing a personal loan, then you’d best try elsewhere because OWWA doesn’t offer one.

OWWA Salary Loans

Just like how OWWA does not offer a personal loan, OWWA also doesn’t give out salary loans. OWWA offers numerous programs that may help resolve the same problems you will resolve by taking out salary loans, but these programs mostly offer one-time assistance that don’t require payments later on. If you need to secure a salary loan, then go visit other government agencies like Social Security System (SSS) and Pag-IBIG instead.

OWWA Housing Loans

Sure, being an OFW usually starts with the dream of building a home. Unfortunately, as important as housing is to OFWs, it is something that OWWA doesn’t have any loan programs for. To put it bluntly, OWWA does not offer any housing loan or assistance program for Filipino workers overseas.

If you are an OFW and you are in the market for housing programs, assistance, or loans, you can check out Pag-IBIG or bank financing as available options. Some government agencies like the SSS and the National Housing Authority (NHA) also have programs that offer affordable housing. There are also private offerings that you can check, if you are so interested.

Important Reminders

Before applying for any OWWA Loan Programs, here are a few important reminders to keep in mind:

  • The HEROES Loan application process starts when the OFW pre-registers for the free online training conducted by the Philippines Trade Training Center (PTTC).
  • The OWWA loan program funds are to be used solely to start or maintain businesses or entrepreneurial activities.
  • Current and prospective borrowers are expected to repay the HEROES loan on time in accordance with the amortization plan, or SB Corporation will take legal action.
  • No other government reintegration program offers interest-free and collateral-free livelihood loans aside from OWWA’s HEROES Loan Program.
  • Applicants must first complete the free PTTC entrepreneurship seminar or the EEDT program before they can apply for any of the OWWA loans.
  • Loan applicants, whether land-based or sea-based, are required to be active OWWA members with complete documentary requirements.
  • OWWA currently doesn’t offer any other loan programs at the moment.

5. What is the best OWWA loan for repatriated OFWs?

It depends on the purpose of the loan, but if you want a zero-interest, no collateral loan, then you want to apply for the HEROES Loan Program.

6. Are there any chances of getting declined?

Yes. Applications for the OWWA loan programs are not guaranteed. Just like any other loan program, there is a possibility of getting rejected. To avoid rejection, make sure you are eligible for the program and that you submit the complete requirements for your application to get approved.

7. What if I wasn’t able to pay the loan?

If your chosen loan required collateral, they will seize those assets as collateral for your unpaid loans. If you availed the loan via the no-collateral HEROES Loan Program, the SB Corporation may file a legal case.

8. What are the businesses that would qualify for the OFW-EDLP loan?

Applicants who are engaged in the following micro, small, and medium-sized enterprises may apply for the OWWA loan program:

  • Franchising business;
  • Rental business;
