The Overseas Workers Welfare Administration (OWWA), originally named as Welfare and Training Fund for Overseas Workers, is a Philippine government body that offers member-exclusive protection for overseas Filipino workers (OFWs) in all stages of migration, as well as their families and dependents, provided that they keep their OWWA membership active.

  • OFWs who have acquired regular or permanent residency (PR) status in the foreign country of work, but have remained as Filipino citizens

  • OWWA OFW information sheet available on the agency’s website
  • Scanned copy of the original passport personal information page
  • Scanned copy of the Certificate of Oath and accompanying Identification page
  • Proof of Employment
    • Valid Employment Pass or Work Permit Card
    • Active Employment Contract or POLO-Verified Employment Contract
    • Latest Payslip
  • Valid email address
  • Membership Fee (US$25.00 or its equivalent in foreign currency, ranging from Php1,000.00 to Php1,500.00)

Procedures for OWWA Renewal Online

OWWA renewal can be done in different ways but the most convenient ways are available online, either via email or through the new OWWA Mobile App. 

To learn more about the procedures for doing so, you may follow the steps listed below:

Online OWWA Renewal via the Website or via Email

  • Print and complete the OWWA/OFW Information Sheet form available on the OWWA website 
  • Scan the completed OWWA/OFW Information Sheet.
  • Attach a scanned copy of your documents, including your Philippine passport data page, residence or work permit, and proof of employment.
  • If you are a dual citizen: Attach a copy of your Certificate of Oath and its accompanying Identification page.
  • Go to the OWWA website for the country you’re based in and find the email address to which you must send in your requests.
  • Once your requirements are assessed, you will receive an email with instructions, either about additional information or requirements (for those with incomplete or invalidated documents) or on how to proceed with the payment. 

Note: You can’t make payments for the OWWA membership fee unless you receive the notification from OWWA.

  • Pay the necessary fee using the available payment methods online;

Note: Your OWWA membership will be re-activated immediately after payment and will be valid for two years.

Online via the OWWA Mobile App

  • Check that you have downloaded and installed the OWWA Mobile App on your phone from either the App Store or the Google Play Store. 
  • Tap the log-in icon in the OWWA Mobile App and enter your username or password.
  • Once logged in, verify your OWWA Membership Status from the Information tab.

Note: Having an Inactive status means your OWWA membership is up for renewal and the app will give you options to do so.

  • Tap the Renew Membership Here button to get started with the renewal process.
  • Settle the US$25.00 Membership Renewal Fees via the available payment channels online, including MLhuillier, Landbank of the Philippines, Bancnet Member ATM account, and the OWWA App.
  • Doing so will enable a new window with your registration information to pop up.
  • Key in your employment position and your contract period 
  • Hit Submit.
  • Once the system has accepted your payment for the OWWA membership fees, re-confirm your membership status by going back to the information tab to check your membership status. 
  • Confirm that your status has changed to Active. You can also check on the information about the validity of your membership on this page.

Important Reminders

Please be advised of the following reminders if you wish to renew your OWWA membership online:

  • OFWs sending in their renewal request via email will be evaluated via video call or through their social media accounts.
  • The OFWs who are requesting OWWA renewal via email will be provided with instructions on how to pay their OWWA membership dues (Php 1,000 to Php 1,500).
  • The e-receipt will be sent to OFWs via their nominated email addresses.
  • After three (3) months of membership, OWWA members are already entitled to participate in regular activities, services, and special programs facilitated by OWWA.
  • The OWWA website does not come with a payment channel so you can pay the membership fees via third-party channels including MLhuillier, Landbank of the Philippines, Bancnet Member ATM account, or BCRemit App (for OFWs in the UK).
  • For OFWs in the UK who are paying via BCRemit App: You will need to send the screenshot of payment to OWWA email and your Regional OWWA offices to get a scanned copy of your Official Receipt.

1. Why should I renew my OWWA membership?

If you are an OFW, especially if you have family members depending on you for support, it is especially important for you to keep your OWWA membership active by renewing it every two years. Not only does it offer life insurance which will protect your family in case an accident occurs, but OWWA also offers many benefits through their various projects. There are regular programs especially designed to help OFWs and their dependents finish their school education and start livelihood projects. OFW members of OWWA may also avail of no-commitment cash assistance,  repatriation assistance, OFW and seaman loans, welfare assistance, social benefits, disability claim, and death claim, among others. Some special projects are also continuously launched to support OFWs in times of crisis, like during the COVID-19 pandemic.

2. What if I do not renew my OWWA membership?

Nothing. Though OWWA membership is mandatory for OFWs, there really isn’t any penalty or fine imposed in cases of non-renewal. OFWs who are no longer active members may also still avail of some selected OWWA benefits, but most of the programs will no longer be available as they are exclusive to active OWWA members.

Being an OWWA member, whether for the first time or via renewal, means having to pay the amount of US$25.00 or its equivalent in the currency of the host country every two years. In the Philippines, the membership fee varies from Php1,000.00-Php1,500.00, depending on the currency exchange rate.

Yes. If you are an OFW, you may renew your OWWA membership either on your own via the online channels—email or the mobile app—or by making visits, in person or via representatives, to the nearest OWWA Regional Welfare Office (RWO) (if you are in the Philippines) or the nearest POLO-OWWA offices (if you are abroad).  

5. How can I renew my OWWA if I am abroad?

If you are based abroad and you want to personally renew your OWWA membership, you may visit the nearest POLO-OWWA office of the country where you are working. Just make sure you book an appointment online before visiting the POLO office as there are offices that require an appointment upon entry. Another option would be to go online and apply via email, by checking the concerned POLO-OWWA office’s website for the requirements. You may also apply for renewal online using your phone via the OWWA Mobile App.

6. How long does it take to be an OWWA member?

All it takes is the time required to complete the form, upload scanned copies of the documentary requirements, and pay the membership fees online before the OWWA Membership is activated for a period of two years.

7. Where can I make my OWWA payment?

You may either pay the third party channels if you apply online via the website or by sending an email. History

The story of the Department of Foreign Affairs (DFA) is a long one and it is intertwined with many important events in Philippine history. 

Its establishment as Foreign Affairs marked the declaration of Philippine independence in 1898. After the Japanese occupation, when the Philippines gained full control of foreign affairs and diplomatic matters in 1946, the Department of Foreign Affairs was officially created to assist in post-war rehabilitation efforts. Later, the DFA increased the Philippines’ participation in the international arena, even going as far as becoming one of the founding members of the United Nations and one of the drafters of the Universal Declaration of Human Rights. The country also took part in the proposal of the General Agreement on Tariffs and Trade (GATT), and of the decolonization and global disarmament.  

In 1952, the Foreign Service Act of 1952 was created which pushed the DFA to focus more on institution-building and called for closer engagement with Asian neighbors to increase global linkages. The Marcos years, on the other hand, were filled with policy innovations and new initiatives. From the formation of the regional cooperation group, the Association of Southeast Asian Nations (ASEAN), to the normalization of economic and diplomatic ties with China, USSR, and the European Common Market in Brussels. The Philippine Foreign Service Institute was also created in 1976 to provide in-house training to Foreign Service personnel.

Other significant events brought by the efforts of the DFA include:

  • The designation of a Legal Assistant for Migrant Workers’ Affairs in the DFA, with the rank of Undersecretary of Foreign Affairs
  • The adoption by ASEAN in 1992, 
  • The establishment of the Brunei, Indonesia, Malaysia, and Philippines (BIMP)-East Asia Growth area in 1994; 
  • The establishment of the ASEAN Regional Forum (ARF) in 1994 as the only multilateral security dialogue in the Asia-Pacific region conducted at the government level; and 
  • The signing between the Philippine Government and the Moro National Liberation Front of the Mindanao Peace Agreement.

  • Authentication

One of the services offered by the DFA is “authentication” or verification of the origins and authenticity of signatures appearing on public documents that will be used abroad.

For countries who are parties of the Hague Convention’ Apostille Convention, attaching the apostille should be enough, but for the others who aren’t, including Austria, Finland, Germany and Greece, legalization by the concerned Foreign Embassy or Consulate is still required.

  •  Passport

Among the many services offered by DFA include application, issuance, and renewal of the Philippine passport.

The Philippine Passport is a document owned by the Republic of the Philippines but is issued upon request of individuals who wish to live or work overseas. It is usually surrendered upon demand by authorized representatives of the Philippine government, but is temporarily kept by individuals who are then prohibited by law from making unauthorized changes, falsification, alteration, addition, pawning, or destruction of any part of the document. 

  • Visa

The Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate abroad. Issuance of a Philippine Visa means that the visa application has been properly examined and that the bearer is allowed by law to proceed and request permission from the Philippine Immigration authorities to enter the country from any of its numerous ports of entries. 

Note that the issuance of a visa does not automatically guarantee admission to the country’s port of entries. It is merely a permit allowing the foreign national to seek permission of immigration authorities guarding the port of entry for whatever purpose.

  • Consular Records

The DFA’s Office of Consular Affairs’ Consular Records Division (OCA-CRD) receives and processes applications for registration or delayed registration of various reports of vital events (Report of Birth, Marriage, and Death) that occurred overseas and involved Filipino people. It is also tasked with keeping official records and clearing of documents and forms, usually a bill of lading, consular invoice, or certificate of origin, that have been presented to the Philippine consulate. Such consular documents usually bear a red ribbon affixed to it and the visa or signature of a consular officer in order for the document to have any legal effect in the Philippines.

Yes. The rule of thumb is, for a vital event such as a birth, it should be documented at the Local Civil Registrar (LCR) of the city or municipality where the birth happened within thirty (30) days of the birth. For vital events that occurred overseas, it is a must to have it reported within twelve (12) months of its occurrence. To register vital events like birth or death that occured overseas, the individual must have it filed with the Foreign Service Post (Embassy or Consulate General) that has authority over the location of the critical event.

4. Do I need to pay for an Apostille? Also, how long does it take to get one?

Yes. Yes, the DFA Office of Consular Affairs (DFA-OCA) charges Php100.00 for ordinary processing of apostilled documents (issued after three working days) and Php200.00 for expedited processing (to be released on the next working day).

The OWWA OFW e-Card is a valid, government-issued identification document given by the Overseas Workers Welfare Association (OWWA) to active, legitimate, and documented Overseas Filipino Workers (OFWs).  It serves as the OFWs passport to accessing OWWA services including overseas documentation, consular services, and welfare, educational, training, financial, and other social benefits.

The OWWA OFW eCard is also known as OFW ID. It is a proof that an OFW is an active OWWA member. Aside from being the key to accessing the OWWA programs and services, the OFW ID also serves as a government ID recognized in any Philippine Overseas Labor Office (POLO), embassy, or consulate, in case the OFW needs help. What is the OWWA OFW eCard?

Also known as the OFW ID, the OWWA OFW eCard is an identification document issued by the Overseas Workers Welfare and Administration (OWWA) to prove their legitimacy and to offer unhindered access to all their programs and services. With this card, OFWs and their families may enjoy OWWA benefits, overseas documentation, and consular services in the most effective and timely manner possible.

The OWWA OFW eCard is also recognized as a valid ID at any Philippine Overseas Labor Office (POLO), embassy, or consulate. That being said, it can be used to prove the OFWs identity and offer fast, and easy  service delivery to member-OFWs in case they need help while they are abroad. It comes with a QR code that can be scanned to verify authenticity, making it easier and faster for OFWs to apply for programs and services offered by OWWA, POLO, Philippine Overseas Employment Agency (POEA) or Department of Migrant Workers (DMW), the Bureau of Immigration, or the Philippine Embassies and Consulates.

Qualifications for the OWWA OFW eCard

The OWWA OFW eCard is available to returning OFWs or ‘Balik-Manggagawa’ who have completed or are currently completing their employment contract. These BM workers or returning OFWs must satisfy the following criteria:

  • Active OWWA membership
  • Valid Overseas Employment Certificate/Exemption Number, 
  • Valid passport 
  • With OWWA membership valid for at least ninety (90) days from the date of application in order to acquire your OFW e-Card.

All returning OFWs or Balik-Manggagawa are eligible for an OFW ID. However, according to POEA Rules and Regulations, the OFW is considered a BM worker if he/she is:

  • Returning to the same employer at the old jobsite
  • Returning to the same employer at the new jobsite

Note that the OWWA also makes it clear that new hires, direct hires, and employees hired by the Government Placement Branch (GBP) are not classified as Balik-Manggagawa.

Documentary Requirements 

All Balik-Manggagawa (BM) workers who want to get an OFW ID must have the following documents:

  • Active OWWA Membership (with at least 90-day validity from the application date)
  • Valid Overseas Employment Certificate (OEC) or Exemption Number
  • Valid passport

Application Procedures for OWWA OFW eCard

There are various ways of applying for the OWWA OFW eCard. 

Applying for the OWWA OFW eCard Online

To get an OWWA eCard online, you may follow these steps:

  • Visit the official website application form of OWWA OFW eCard via this link: https://ecard.owwa.gov.ph/
  • Enter your personal information including:
    • name
    • birthdate
    • phone number
    • passport number
    • valid POEA OEC number
  • Select the OWWA Regional Office you want to get your OFW e-Card from. 
  • Check the Data Privacy Act and enter the CAPTCHA.
  • Complete the required information then click the ‘Submit’ button. You should receive a Tracking Number as proof that your application has been approved.
  • To receive a notification or update on the status of your OFW eCard application, enter your email address or the link to your Facebook profile.
  • Once you receive a notification, visit your preferred OWWA Regional Office and claim the eCard.

Applying for the OFW eCard While Abroad

If you have the requirements, you may apply for an OFW eCard anywhere in the world. Simply follow the steps outlined above and claim the OFW eCard from your preferred regional offices after you arrive in the Philippines.

If you are unable to return to the Philippines, you may also claim your eCard by allowing someone else to claim it on your behalf. Simply prepare an Authorization Letter for your family or relative and send along a copy of your passport information page. When claiming your OFW e-Card, your authorized representative must also produce a valid photo ID.

Applying for the OFW eCard if OEC-Exempted

If you are a Balik-Manggagawa (BM) worker who is exempted from receiving an Overseas Employment Certificate (OEC), then you must register at POEA/DMW Balik-Manggagawa Online in order to get a BM Exemption Number. When applying for an OFW e-Card online, you will need to use your BM Exemption Number instead of the OEC Number.

How to Track the Status of OWWA OFW eCard

If you wish to check on the status of your OWWA OFW eCard, you may do so by following the steps listed below:

  • Visit the official website designated for the OWWA OFW e-Card Delivery Status.
  • Key in your tracking number or passport number and birthdate.
  • Tick the box to affirm that you are not a robot, then click Submit.
  • After hitting the Submit button, you should already see the status of your OWWA OFW eCard.

Important Reminders

Here are some important reminders you need to take note of before applying for an OWWA OFW eCard:

  • To get an OWWA OFW e-Card, the interested OFW’s OWWA membership must be at least 90 days old from the date of application.
  • The OWWA OFW eCard is not yet available to first-time OFWs.
  • Only Balik-Manggagawa (BM) workers may apply for OFW eCards.
  • OFW IDs and OWWA OFW eCards refer to the same identification document.

Yes, if you are a Balik-Manggagawa (BM) worker whose OWWA membership is at least 90 days old. You may simply submit an application for the OWWA OFW e-Card online via the link: www.owwa.gov.ph. The pick-up locations are only through the OWWA Regional Welfare Offices (RWO) in the Philippines, so you may either pick it up when you arrive home or send an authorized relative along with an authorization letter and a copy of your Passport Identification Page and present it to the OWWA Regional Welfare Office.

8. Can I still apply for an OFW ID if I’m not required to take the OEC?

Yes. If you are a Balik-Manggagawa (BM) worker but you are not required to acquire an OEC, then you may simply register online with POEA/DMW Balik-Manggagawa Online to obtain a BM Exemption Number and use it on the OWWA OFW e-Card Online Application Form in lieu of the OEC number.

9. What happens if I misplace my OWWA OFW eCard?

The card is free for first-time acquisition, but if you misplace it, then you will have to reach out to the nearest OWWA Regional Welfare Office to learn about how to get a new OWWA OFW eCard.

10. I lost my OFW ID. What should I do?

As mentioned above, the OFW eCard or OFW ID is free if applying for one for the first time. In case you lose it, you will need to visit the nearest OWWA Regional Welfare Office (RWO) to learn about the process and the possible fees.

Summary 

Securing the OWWA OFW eCard or OFW ID is not mandatory for OFWs. It is, however, quite beneficial for OFWs and their families especially if they wish to take advantage of the programs and services offered by OWWA in the most effective and timely manner possible.

There really isn’t any drawback to securing an OFW ID these days. After all, all you need to do is go online and apply and simply visit the OWWA RWO to pick up the ID upon release. It’s also free and is considered a valid government-issued ID, it’s almost like a privilege exclusively designed for OFWs.
