Launched in December 2004, the Tuloy Aral Project (TAP) of OWWA aims to help the less fortunate child dependents of former OFWs who belong to poor and needy families to pursue their education. This program is for the children of OFWs who have ended their contracts and not returning to work overseas and those who suffered from accidents, illness, tragedies, or died while working abroad. The child dependent should be in elementary and high school level to receive this financial support.
The Tuloy Aral Project is made possible through the collaboration of OWWA Regional Welfare Offices (RWOs) and the Department of Labor and Employment (DOLE). The Department of Social Welfare and Development (DSWD) will also assist OWWA and DOLE by identifying the children of former OFWs who require financial assistance to continue their schooling. Then, DSWD will create family profiles to serve as the basis for selecting the qualified beneficiaries of the Tuloy Aral Project.
Meanwhile, the Philippine Overseas Labor Office (POLO) will help search for successful OFWs who are financially stable to be donors or other organizations that are willing to cover the school expenses of OFWs’ child dependents that belong to the marginalized sector of the community. The donors will donate annual financial assistance worth US$100 to the child beneficiary to supplement school expenses at the elementary and high school levels. Qualified applicants of the Tuloy Aral Project (TAP) will receive annual financial assistance worth US$100, donated by OFWs, their families, and other volunteer organizations to cover school expenses, such as books, projects, school supplies, uniforms, etc. Remember, this project only caters to elementary and high school level dependents of former OFWs.
But OWWA also offers an Extension Program, Tuloy Kolehiyo, for the less fortunate, incoming or currently enrolled college student dependents of OFWs, offering scholarship assistance worth P15,000 per school year.
Qualifications

- 1×1 recent and identical ID photo (2 copies)
- Duly accomplished scholarship application form (2 copies)

- Head to the OWWA Regional or Satellite Office that covers your permanent address if applying in the Philippines. If processing overseas, visit the designated POLO office in your host country.

- Get a TAP application form and fill out the required fields. Then, attach your completed documentary requirements.
